Flexibility, technology and support: the keys to healthcare education according to UNESCO’s latest report

Based on the UNESCO global report on higher education trends, we explore why the biggest challenge is not only opening access to university, but also supporting, sustaining and recognising the journeys of those who want to pursue a career in health sciences.
Higher education is facing a measurable paradox. Over the last twenty years, global enrolment has risen from 100 to nearly 269 million students. However, during the same period, the gross graduation rate has barely changed: from 22% in 2013 to 27% in 2023. UNESCO’s global report on higher education trends puts the numbers on the table and, with them, a conclusion: the system is growing in its ability to admit students, but not at the same pace as its ability to help them complete their studies.
In health sciences, that gap between access and graduation has a very specific name: talent that never reaches clinical practice. A person who begins Nursing and drops out in their second year is not just one less enrolment. It is a future nurse who will not be working a night shift five years from now — a caregiving capacity lost to a healthcare system already facing a shortage of professionals.
The value of flexibility with support
For years, public debate has focused on who gets access to university. UNESCO’s report encourages us to shift that focus one step further: how students progress once inside and which barriers appear along the way. Lack of previous preparation, limited institutional support, or work and family responsibilities competing with study explain a large part of student dropout rates.
This perspective fits particularly well with healthcare education. Many people considering Nursing or continuing studies in health sciences are not starting from ideal circumstances. They work, have shifts, families, non-linear educational backgrounds, or have paused their studies for years. Talent is not lost because of a lack of ability or vocation; it is lost because the system is sometimes not designed to support complex educational journeys.
Seen this way, equity does not end at the admissions door. UNESCO highlights that many policies focus on initial access but reduce support during student retention and transition into employment. And in a degree that prepares students to make decisions involving real patients, that ongoing support is exactly what makes the difference between a well-prepared professional and an enrolment that stopped halfway through.
Academic quality for real-world competence
Another key focus of the report is quality assurance. The expansion of enrolment, diversification of learning formats and digitalisation have made systems that guarantee academic standards, comparability and trust more necessary than ever.
In healthcare, this translates directly into practice. University quality is not a matter of reputation or decorative accreditations: it is the difference between a professional who knows how to act in a critical situation and one who hesitates. It builds knowledge, but above all the judgement needed to apply it when no protocol fully covers the situation. That is the quality that ultimately matters: the kind reflected in the safety of a real patient, not in an accreditation certificate.
The digital shift in healthcare education
Here, the report opens a chapter worth examining closely, because it is reshaping how health sciences education is delivered. Nearly 77% of countries include digitalisation in their national higher education plans, and 56 already have a formal artificial intelligence strategy. However, only 19% of institutions had a formal AI policy in place by 2025, while another 42% were still developing one.
Beyond strategies, the numbers show a real behavioural shift. Users of online university platforms increased from 12.9 million in 2019 to 31.4 million in 2024. And 51% of higher education institutions already offer shorter certifications (short courses, certificates…), with 68% of the remaining institutions planning to introduce them within the next five years.
For Nursing and health sciences, this reveals a great deal. According to the report itself, short specialist certifications are pursued by more women, more working professionals, more non-urban residents and more low- and middle-income students. In other words, exactly the profile that has historically been excluded from traditional university pathways and that the healthcare sector now urgently needs to meet demand. Flexible pathways such as online or hybrid learning allow working professionals to specialise without leaving their jobs, or people with family responsibilities to begin studying without giving up their existing circumstances.
Added to this is applied AI: advanced clinical simulation, diagnostic support tools and tutoring systems that adapt content to each student’s pace. UNESCO warns, however, that without strong quality frameworks, these flexible pathways may reinforce inequalities instead of reducing them. The educational challenge, therefore, is not only to incorporate technology, but to integrate it wisely: digital tools should expand opportunities without weakening clinical standards.
Every educational journey matters
The report also pays attention to the recognition of qualifications and the situation of teaching staff. International student mobility has grown by more than 300% since the year 2000, reaching 7.3 million students in 2023, yet the recognition of previous studies remains a major bottleneck. Among refugees and displaced people, only 9% access higher education, with administrative barriers being one of the main reasons.
In healthcare, where there are people with previous clinical experience, studies started in other countries or interrupted professional careers, this friction translates directly into blocked talent. And in a context where healthcare staff shortages are already evident, that loss only worsens the situation.
The other side of that same idea is support throughout the journey. A student guided by lecturers and tutors who know them, support them and correct them in time does not study under the same conditions as someone who simply receives content. UNESCO highlights that teaching quality is closely linked to the real support educators can provide each student, and in Nursing this takes on an especially human meaning: great healthcare professionals are not shaped only through textbooks, but through mentors who teach them how to see the patient and understand the responsibility they will carry. That sustained support, combined with flexibility and technological innovation, is what transforms an enrolment into a completed degree.
University responsibility as a vocation
The report leaves us with one essential conclusion: higher education can no longer be measured only by its capacity to grow. It must also be measured by its ability to support, recognise and prepare students for real professional practice. In health sciences, where every student who graduates may become someone who cares for, researches or makes decisions about the health of others, that responsibility carries even greater weight.
